Who can configure menus?
Confluence administrators can configure Navigation Menus, but they can also delegate admin permissions to Confluence user groups. For details, see our documentation.
How much does Navigation Menus cost?

Can I customize what users see in the menu?
Yes, you can create different menus and display them to users based on Confluence user groups or based on the category of a space a user is viewing. For example, you can display different menus for users in different locations (employees in USA versus UK) or different menus for Marketing spaces compared to Software Engineering spaces. Do menus work across multiple spaces?
Yes, menus can be displayed across all or only some of your Confluence spaces. This choice is up to you! Learn more about assigning menus to space categories on our documentation.
